I went for lunch on a regular day. Jazz music was playing, and there were people from the local government office, as well as women and families from the neighborhood. The view was great, the food had a bistro-style, and it was quite good. Both a glass of wine and sparkling wine were 660 yen each. I ordered the sparkling wine, which had a slightly sweet flavor. I chose the course for 1,300 yen, which came with soup and a drink. I could choose between fish or meat. The fish was sautéed swordfish, and the meat was beef tongue meatloaf, both were well-prepared and satisfying! The cleanup was self-service, but it was confusing, and many people didn't clean up, so I felt sorry for the staff. If they had clearer instructions, I think more people would clean up.

We used a course menu for a company lunch meeting. The chilled white corn soup was delicious. However, I didn't like the taste of the terrine-like appetizer in the bottom left corner. I chose the meat for the main course, but it was more like meatloaf than steak, and the flavor and texture were disappointing for me personally. If this was just an off day for the daily special, that would explain it. The herbal tea had a nice aroma but the taste was weak, almost like drinking hot water. The location on the 17th floor with a view was nice for dining.

The other day, I visited the restaurant around 1 pm on a weekday, but the Daily Set was sold out. So I went back on another weekday at 11:40 am. There were only 2 groups in the restaurant with plenty of empty seats, so I was able to sit by the window! By the time I finished eating around 12:10 pm, about 70% of the seats were filled. The Daily Set (1,300 yen including tax) included beef tongue meatloaf with mushroom sauce (changes weekly), bread (maybe from Meijido), clam chowder, and grapefruit juice (choice available). It was delicious! It was a shame that I couldn't see Mount Fuji because it was cloudy. It would be nice if we could choose between bread and rice.

Due to the renovation plan of Kitopia, Yamaaritei has disappeared and a new shop has opened in its place. They serve lunch and host parties at night. The view is amazing. The staff is friendly, and I had a great time during lunch.

Located on the 17th floor of the cultural and tourist facility "Kitatopia" representing Oji Station, there is a free observation lobby where you can overlook sights such as the Skytree and Chichibu Mountains. Recently, a cafe has opened up there. Previously, it used to be quite empty and lonely, but since the cafe opened, it has been quite lively even on weekdays.
"Quad 17" is a cafe where you can enjoy sandwiches, light meals, and sweets such as cakes. There are also sofa seats available, so it's suitable for large groups. On a sunny day, you can enjoy your meal along with the vast scenery. The sandwiches are filled with vegetables, shrimp, and chicken on baguette bread. Both have generous portions, and even one can make you quite full. The chicken sandwich has cilantro, so be aware if you're not a fan.
Each cake comes with a small serving of fruit on top, adding a decorative touch. The most delicious one was the cheesecake, with a moist texture and a hint of vanilla essence. After taking a break at the cafe, you can enjoy the night view from the observation lobby, or leisurely watch the Shinkansen and Toden Sakura Tram passing by. For lunch on a regular day, I decided to go with curry since the sandwich seemed like it wouldn't be enough. The restaurant was almost full with local ladies during lunchtime. The salad was fresh with crunchy vegetables and delicious. I was pleasantly surprised as I had expected just some pre-made cabbage slaw with dressing (sorry!). The curry was neither too spicy nor too sweet, just a normal taste. The meal came with a drink for 1100 yen, which felt like a good deal especially considering the view. It was a sunny day, and I could even see Mount Fuji with the naked eye.

In Tokyo's Kita Ward, there is a landmark called "Kita Topia" in Oji. A new cafe called "VIEW&KITCHEN QUAD17" has opened on the 17th floor, where there is an observation lobby. Before entering, take a look down from the windows in the lobby. You can see the Hokuriku Shinkansen trains running on the JR Keihin-Tohoku Line. It's quite moving to think about the railway connecting Oji to the Hokuriku and Ishikawa Prefecture. From the windows of "VIEW&KITCHEN QUAD17", you can also overlook the streets of Kita Ward. Seats closer to the windows are popular, so you might not get the best seat depending on how crowded it is. The price range for drinks is around 500-600 yen. They also serve light snacks like sandwiches and cakes. I ordered the cheapest item, an iced coffee (550 yen including tax). The coffee was decently good. There isn't much to say about the taste of the drink you ordered. I believe the best part of this place is the view.

It feels like quite some time has passed since the restaurant closed down. I thought it would be easier to use now that it has turned into a cafe, so I decided to visit. As I got off the elevator, I felt a bit uneasy because there wasn't much activity. It might get busier before and after performances at Sakura Hall, but I was still unsure. I entered the cafe feeling anxious. The cafe required payment upfront. The menu was not extensive, but they had sandwiches and craft beer. I was tempted by the craft beer, but it was priced at 1100 yen, so I resisted and ordered an iced cafe latte and an egg sandwich. The atmosphere inside the cafe was quiet, but the view was fantastic. The egg sandwich was tastier than I expected, so I left feeling very satisfied with both the view and the food.
