I haven't been here for a while, so I wanted to do some research first and was surprised to find that this blog has zero reviews for such a great restaurant. Even though I haven't been there recently, I feel compelled to introduce it because it's one of my favorite places. It's a small restaurant that doesn't have live tempura frying or tatami seating. For lunch, they only serve tempura set meals and tempura rice bowls. The tempura rice bowls come with shrimp, eel, and mixed tempura, each served as a single large piece. All of them are recommended, but my favorite is the shrimp tempura rice bowl, with big, juicy shrimp piled on top. When you order this, the staff will say "one shrimp tempura bowl" to the kitchen, so I started ordering it as "shrimp tempura bowl" as well. The tempura here is made with fresh ingredients and fresh oil, and the sauce is just right, not too sweet or too salty. The lunch set includes 5-6 dishes, tofu and watercress miso soup, and pickles for around 1,000 yen. The kind and elegant female owner will take your order and handle the cash register with a shy demeanor. During lunchtime, it gets crowded with nearby office ladies and executives, so it's recommended to go at a less busy time. They cook the food after taking your order (you can see the kitchen from some seats), so you may have to wait for at least 15 minutes.
