This is my first time visiting this place since it moved. Before the move, you had to get a card at the reception to enter (I used to take a back road from the prefectural office lol), but that's no longer necessary, which is nice. Now that it's on the first floor, there is a great sense of openness and the interior is spacious. However, I also liked the nostalgic Showa era atmosphere of the old underground location. The menu doesn't seem to have changed much from before the move. Unlike most public cafeterias, here you don't use food tickets, instead, you place your order at the counter. But after the move, you now have to return your dishes yourself. It was past 2 pm but there were quite a few customers. The popular choice here is the soba, and both people next to me also ordered soba, but I went for the half grilled mackerel set for 630 yen. The menu mentioned that it takes time to grill, but it came out in less than 10 minutes. The grilling, saltiness, and fattiness were just right. The side dish was just a small potato salad, but for 630 yen around Sapporo Station, it's more than enough. Next time, I might try the omurice.

I had a regular size last time, so this time I ordered a medium size. It was quite a generous portion. The dipping sauce was full of ingredients, so it was delicious and I finished it all in no time. I had some errands to run in Sapporo, so I decided to have lunch at the Prefectural Assembly cafeteria and try their soba noodles. I arrived before 12 pm, so I was able to find a seat easily. I ordered the medium-sized zaru soba, thinking it would be enough for me. But when it was served in front of me, I was surprised by the portion size. However, I managed to finish it all. I am satisfied with my meal.

The cafeteria, despite being named "Parliamentary Cafeteria," is open to everyone, which is great. Therefore, there was always a line during lunchtime. The special zaru soba, served cold with hot dipping sauce, was a popular choice. Many customers lined up for the largest size, the "o-tokuzaru soba." I was one of them. The warm dipping sauce with tempura and fish cakes is also a big draw.

This is the cafeteria on the first floor of the parliament building. I usually have mori soba, but today I had omurice. It's hard to get different eggs right now, so I didn't hesitate to order an egg dish. The demi-glace sauce goes really well with the fluffy eggs.

Today's daily lunch special is "cold soba noodles with char siu rice bowl". When I asked for extra noodles, they said they couldn't just give me extra noodles and that the rice bowl would also be upsized. For just an additional 150 yen, it was actually quite convenient to have my hunger satisfied. The photo may not show it well, but the portion was quite generous. The taste was good too, and I left feeling full and satisfied. I had to battle sleepiness during the afternoon work.

It's listed as the second most popular menu item, so I assume the number one is probably soba. The zaru soba with chopped seaweed had one piece hidden among the omelette rice, which was a nice touch.

Hamburger set meal ¥800 I entered around 2:30. It's so cold every day (T ^ T) My body is freezing and craving for a warm meal, but I missed the lunchtime. Even buying a bento and eating in the lounge is too cold. That's when the savior comes, the Diet Members' Cafeteria. It warms up even my numb hands. Today, I chose the hamburger set meal. The hamburger can be cut with chopsticks (a phrase I've heard somewhere haha) and it's fluffy. It's palm-sized with not much thickness. It comes with demi-glace sauce. It's not very meaty, but it has a comforting taste. The rice is delicious, which makes me happy. On a side note, the lobby of the Diet Members' Cafeteria was warm. It was quiet with few people, and the toilets were clean. I'm thinking of bringing my own bento and using the space.

Hakodate's specialty dish "California Baby" has a taste called "Cisco Rice" - what's that all about? Is it a dish from the west coast of Hokkaido? It's like pilaf with sausage topped with meat sauce. I was seated, placed my order at the table, and had my food served to me. After eating, I returned my dishes myself and paid in cash. The meat was tender, crispy, and delicious. The rice was also tasty. I felt full after the third piece, it was surprisingly filling. It was a shame that there was no hot mustard provided. While eating, I remembered that I had bought a piece of pork fillet to make cutlets at home. I always end up doing things like this. I guess my desire to eat something delicious always takes over. Oh well.

The warm special dipping sauce lacked depth in flavor and tasted a bit bland. It was also served lukewarm, quickly turning cold. The toppings included green onions, spinach, small shrimp tempura, naruto fish cake, chicken, quail egg, and tempura crumbs. The soba noodles were not mushy but lacked firmness. Overall, today's lunch was quite disappointing. I think next time I'll stick to the underground shop near the TV tower known for better quality and price. It's been a while since my last visit. I entered the restaurant, sanitized my hands at the entrance, and was directed to a counter seat where I was asked to bring my own glass of water. The place was almost full as I arrived late. I ordered the medium-sized zaru soba for 700 yen. It was served quickly, but it seemed like the soba was pre-cooked. Unlike the previous location, the soba here was softer. It felt a bit off to me. The draining of the soba wasn't done well at the bottom. The broth was on the stronger side and included small tempura shrimp, quail eggs, chicken, green onions, and nori, which I liked. The cost performance used to be better when I could get a large portion for 670 yen at the previous location. (May 2022)

In the past, there used to be very special things, but now it seems to be just special. The price of 800 yen has increased quite a bit, but I think they are doing their best in this day and age. Ah, the nostalgic taste! The combination of cold soba and warm broth! I feel like eating it occasionally. It was delicious. Thank you for the meal!

The portion size was quite generous, so it might be good for when you're really hungry. It had been a while since I visited the Hokkaido Prefectural Government Office, so for lunch, I had a large special zaru soba at the parliamentary cafeteria with a colleague in their 20s. We both started eating energetically. It's important to maintain a steady pace when eating, as taking a break halfway through can make it harder to finish. It's a competition of speed between someone in their 20s and someone in their 50s, and I must say, I lost in speed! It was my first time eating this dish, but I managed to finish it all in one go. My colleague in their 20s finished it too, which was impressive! I'm proud of myself for finishing it at 50 years old!
