【Second Post】In October 2014, my companion and I visited Ruth Low Cafe & Deli in the department store basement for lunch. The lunch menu had three options: A Lunch - fresh pasta for 756 yen, B Lunch - fresh pasta for 864 yen, and C Lunch - hamburger for 1080 yen. We both chose the C Lunch, which included a variety of appetizers followed by the main dish of Demi-glace sauce simmered hamburger with rice. The appetizers consisted of octopus Genovese, homemade potato salad, and summer vegetable ratatouille. The hamburger, made with Tokachi beef and domestic pork, had a good Demi-glace sauce but lacked a homemade feel and meat flavor. Overall, the lunch set was decent, but the hamburger was disappointing. I rated it 3.9 stars out of 5.
【First Post】In February 2014, I tried the recommended "Hors d'oeuvre Palette" at Ruth Low Cafe & Deli, an Italian restaurant with an eat-in and deli section. Located on the 10th floor of Tokyu Sapporo Store, this restaurant offers a variety of Italian dishes. I visited right after lunch and opted for a takeout. The store, situated in the JR Sapporo Station area, used to be the location of Sapporo Grand Hotel. The Hors d'oeuvre Palette I ordered included shrimp tempura, marinated turnips and squid, potato salad with salmon, smoked salmon salad, vegetable marinade, and more. It was a healthy and diverse selection of vegetables that paired well with wine. The quality was consistent, and I found it convenient and enjoyable. I look forward to trying their dine-in options next time.

Welcome! ┌¬o”* * * 2013.11 ↓Satsueki, Tokyu Department Store B1, good day♪o(^o^)o This is Tomoyo, and I will be joining the Grand Madame for lunch at the Ruthlow Delica & Eat-in located in the Tokyu underground.
The lunch here consists of 3 options, including 2 types of pasta and a hamburger, which is quite Western. Drinks are separate, but all the Madames seem to enjoy tea after their meal while discussing the next shop.
First, we had a trio of appetizers, which is quite a treat for the price. Purple cabbage coleslaw → the mayo dressing is nice. Marinated squid → has a good acidity. Root vegetable peperoncino → light garlic flavor with a nice crunch.
There is powdered cheese and Tabasco on the table for you to add as you like. Although the hamburger looked tempting, I decided to go for the spaghetti after seeing the person next to me eating the demi-glace sauce with a serious expression.
The spaghetti arrived at the same time as my neighbor's. It is Napoletana style with colorful bell peppers, pork sausages, shimeji mushrooms, and eringi mushrooms. The fresh tomato sauce is slightly salty with a nice acidic kick. The pasta is cooked to a soft texture, making it easy to chew.
The sauce and portion of the pasta were generous, leaving me feeling satisfied. As I left, I also checked out the deli section, which had dishes with rich and bold flavors, adding to the overall Western dining experience. Good day♪

Near Sapporo Station, on the B1F floor of the Tokyu Department Store, there is a counter restaurant that doesn't look like an eat-in place at all, but is surprisingly pleasant. Especially the counter near the glass booth, where you can eat without worrying about pedestrians, is quite nice. Despite being in the basement of a department store, the atmosphere at the counter is calm and enjoyable. Although this middle-aged man is delighted with the setting, the counter is almost full of women. The prices are also quite reasonable compared to the nearby eat-in options. I recently found an even more affordable eat-in space where older ladies were enjoying their lunch on the bench by the stairs. The best deal was a dish with appetizers (salad) included for around 700 yen. On this particular day, they were serving cod roe spaghetti. If you're at Loose Low, you might want to try something like that pasta. As for what I ordered, it was the next item on the menu. The tagliatelle with tomato cream sauce, spinach, and king crab was 840 yen. The demi-glace sauce hamburger for 1050 yen that the young lady next to me was having also looked delicious. I waited quite a while for my order, gazing at the deli showcase in the distance while drooling. When the pasta finally arrived, it looked appetizing, but I wished it was a bit firmer. The tomato cream sauce had a rich flavor with the essence of king crab, which is a classic combination for this type of pasta. The portion was decent, and overall I was satisfied. In the midst of the well-dressed crowd, I enjoyed my meal alone and savored every bite, although it felt a bit embarrassing. The price was reasonable, making it a great option for a meal while shopping. I paid at the counter and left with a satisfied stomach!
