I stopped by the Sapporo Legal Affairs Bureau and had lunch at the underground cafeteria called Matsuri. Matsuri only offers two options, either A or B, so I bought a ticket for the A option, which was the Chicken Nanban Don for 550 yen. I received my meal in just 1 minute. I was deceived by the small bowl. It had a generous portion of rice at the bottom, with cute fresh vegetables, Chicken Nanban, and a decent amount of noodles which served as a soup substitute. Despite its appearance, it was quite filling. I underestimated it, but I managed to finish it all. Thank you for the meal.

In this area, there is a nerve-wracking cafeteria inside the government building that popped up in the search hits. As you enter the building cautiously, you are greeted by ticket gates like in a subway station! Maybe it's not allowed after all... But when you look to the side, there is a sign directing you to the cafeteria, barber shop, etc. You provide your name, destination, and time, receive a numbered card, and head down to the basement. There are two cafeterias down there, and after some hesitation, you decide on this one. The interior is like a small company cafeteria with tables of various sizes and decorations, showing attention to detail within the given space. Classical music is playing from a mini stereo on the chairs. From the menu, you realize that most of the buttons on the ticket machine have X marks, and there are only two options available - festival bowl (500 yen). You order it and the lady in the kitchen brings it to your table. The beef bowl seems like it's been reheated, but it's tasty with a rich flavor and the addition of onsen egg and pickled ginger. The neighboring soba has black noodles and tempura bits that complement the beef bowl well. You also have a side of macaroni salad, dried radish, and pickles. Writing your name at the reception was nerve-wracking, but for 500 yen, the satisfying meal was worth it. However, in my case, the nearby coin parking fee will be added to this cost. Thank you for the meal.

Oh, it looks like Tom is first... Wait, I found a leftover food tray ← I was actually second. The staff here seems to be only two young women? The beautiful interior exudes a sense of cleanliness, truly fitting for ladies~♪ Later, when young people came in, it felt like they were studying while enjoying a meal, as if this was a cafe! The sound of draining udon water can be heard, indicating good preparation. Suddenly, the festival bowl is here━━━(°∀°)━━━!!! Today's festival bowl is a sweet and savory "Chinese-style chicken bowl" with a one-bite-sized meat in the sauce that blends perfectly. The bitterness of the bok choy also adds a nice touch. It says "Spicy Chicken Bowl," but the spiciness is overshadowed by the strong presence of bok choy! What a pleasant surprise. There are two servings of macaroni salad, but it's not like I fell for Tom, right?! The generous amount of mayonnaise is so enticing~♪ The kake udon is very light in color, and when tasted, it's unexpectedly flavorful with dashi and saltiness, reminiscent of Kansai-style cuisine.
