A café facing the Otaru Canal. It is located on the second floor of a slightly shady discount store on a street behind the canal, so even though it's Golden Week, there are plenty of empty seats. Most of the past reviews have introduced the discount store or its take-out corner, but there is a spacious cafe area on the second floor. It has a chic design renovated from a warehouse, with stylish wooden chairs and tables for furniture. The sofas are luxurious and spacious. Although it is self-service, the apple pie is full of apples and very authentic. Even when ordered with coffee, it only costs 490 yen, which is the same as the coffee price at cafes in the area.

TOAmartCAFE on the 2nd floor of the half-price specialty store TOA Mart in Otaru is a very affordable and great value cafe! I had my eye on it after seeing reviews from MyRebi-san, so when I went to Otaru, I made sure to stop by. As I climbed the stairs while glancing at the first-floor half-price shop, I entered a classical and sophisticated wooden space on the second floor. The antique displays added to the lovely atmosphere. The cafe is self-service, so you order and pay at the counter in one corner and then choose your seat. The sofa seats are comfortable with good cushions. After about 10 minutes, a bell rings to pick up your order. I tried the "Sapporo Classic" (350 yen) served in a small glass, perfectly chilled and delicious. The "Hot Coffee" (184 yen) didn't have any special flair, but at this price, it's no problem at all. The "Napolitan" (380 yen) had thin pasta with a ketchup sauce and a simple mix of onions, green peppers, and powdered cheese. It's a great deal at 380 yen for a normal serving of spaghetti. The "Hurricane Potato" (153 yen) was visually appealing, but I couldn't judge the taste as it was my first time trying it. The "Salmon Belly Skewer" (204 yen) was a bit smaller than expected but had good fat and was delicious, perfect for snacking. The "Black Wagyu Stick Croquette" (153 yen) was filled with plenty of ground meat and had a rich flavor even without sauce. I didn't try the dessert this time, but I'm curious about it. Overall, the cafe offers great value for money, and I would love to relax here again when I visit Otaru. Thank you, TOA Cafe!

The number of COVID patients remains high, but life is gradually returning to normal. Tourists in Otaru are still few, but slowly increasing. Along the canal, warehouses are set to open on April 25, 2022, with a TOA mart aiming to reach 500 stores by 2023. The café on the second floor surprises with a high wooden ceiling and cozy seating. The menu offers cakes, soft serve, drinks, and affordable food items like grilled squid and fried potatoes. The prices are impressively low, making it a perfect spot for a rest during a stroll in Otaru. I would definitely visit again.

TOA Mart's second floor has a spacious and comfortable L-shaped space. There are sofas and monitors playing music videos, and best of all, anyone can relax freely there! I ordered an iced coffee from the menu, which was only 102 yen and came in a generous portion. As for food, they offer cakes and the same menu as the light meal corner on the first floor. Prices are incredibly cheap: pork skewers for 204 yen, squid yakitori for 255 yen, shrimp salt grill for 102 yen, scallops for 306 yen, and wagyu beef roll skewers for 306 yen. It's like being at a festival but for less than half the price! It's like having a mini Autumn Fest in Otaru by yourself! I can't wait to try more next time!

I heard that a cafe opened on the second floor of TOAmart near the canal, so I went to check it out. The menu at the cafe on the second floor is similar to the food court on the first floor, but with added sweets and drinks. The atmosphere was surprisingly nice, with a central atrium where you can look down at the lower floor. You can also just take a break without ordering anything. I decided to order, so I went to the cashier. There was only one staff member, and it was clear that they were overwhelmed. It took about 10 minutes to order, even though there was only one group ahead of me. I think they really need another staff member. I ordered a Mont Blanc with fresh chocolate (306 yen) and a Cream Latte Cookie Mickey (204 yen). The cake and drink for 510 yen was quite reasonable. The Cream Latte was a bit watery and lacked flavor, but the Mont Blanc was satisfying for the price. When I left, the tray return area was overflowing and a bit messy. They definitely need more staff. Overall, it was a decent experience.
