In mid-December 2019, I added an extra day in Kyoto and was looking for a reasonable accommodation. I came across the Eco Plan at Hotel Rib Max in Gojo Horikawa, where I stayed without cleaning service and received complimentary mineral water. I booked through Jalan, and the stay at Rib Max was around 2800 yen per night for room only. The WiFi was fast as usual, and the gesture of providing mineral water was appreciated.
