I visited around 1 pm on a weekday. I did the procedure on the first floor and took the elevator to the cafeteria. At this time of year, about 30-40% of the seats are taken, especially the ones facing the window with a view are occupied. There are many tourists as well. I ordered pork shabu-shabu and summer vegetable salad at the ticket machine and received the dishes at the counter. The miso soup was a bit thick, but it made the daikon radish flavorful. The simmered hijiki seaweed side dish had just the right amount of flavor and portion. The main dish, pork shabu-shabu, is mainly vegetables as the salad suggests. You wrap the vegetables with the pork and eat it with rice as a side dish. The portion was normal to slightly small, while the amount of rice was normal to slightly large. The flavor, including the sauce, was light, so the furikake I sprinkled at the counter helped me finish the rice. The taste was similar to a school cafeteria, but it was light and not greasy, so I could eat it comfortably. It's also nice to be able to choose between cold and hot green tea at the self-service tea machine. Depending on where you sit, you can also enjoy the view, and the price is fantastic for what you get.

I decided to order the collaboration set meal from Josai University of Nutrition and the Tokyo Metropolitan Government Ramen. The set meal came with dessert and I was very satisfied! The Tokyo Metropolitan Government Ramen also offers extra noodles as a standard and is cost-effective. The view is outstanding, and the prices are reasonable, so I recommend it to anyone visiting the Tokyo Metropolitan Government Building observation deck! You need to check in at the reception before taking the elevator.

I was really torn, but I decided to go with the lunch set supervised by a female nutritionist. It was healthy with barley rice and non-fried cutlets. The view was amazing too! It was delicious. Next door, the café had espresso for only 110 yen, and surprisingly it was quite tasty. It's a shame it was served in a paper cup, but the view was great. I enjoyed it.

Visited the metropolitan government office to renew my license and decided to have a late lunch. Bought a Chinese set meal ticket which included a mini Chinese rice bowl and ramen. Although the price was cheap and the view from the high floors was nice, the taste was honestly not very good. However, there was a sense of superiority in getting a QR code ticket and receiving an entry pass. I recommend everyone to visit at least once.

Although it is called an employee cafeteria, it is open to the general public if you obtain a temporary pass. I came to the Tokyo Metropolitan Government Building to renew my driver's license. I arrived at 11:30 am and the cafeteria was about 20% full. I ordered the recommended menu from the ticket machine, handed the ticket to the counter, and my food was served promptly. The meal included marinated dish, clear soup, and barley rice in addition to the main dish. The food was supervised by the Women's Nutrition University, so it was lightly seasoned and the portions were small. I finished the meal feeling satisfied at about 80% full. Thank you for the meal!

On this day, I had a work-related reason to visit the building, so I decided to check out the cafeteria on the 32nd floor of the main building. To enter the cafeteria area on the 32nd floor, you need to register as a visitor on the Tokyo Metropolitan Government website in advance. This registration is open to everyone. The website also displays the menu. I had my eye on the "Chinese rice bowl set" as my first choice. My second choice was the "Yamagata Katsudon". In the end, I got lost and couldn't find the Chinese rice bowl, so I ended up getting both the Katsudon and the Chinese rice bowl (laughs). I visited the place around 12:05. The line extended all the way to the corridor. This time might be the busiest time. There are lines drawn on the floor near the entrance of the cafeteria, indicating "recommended" and "Japanese food". I chose to line up under "recommended", thinking the Chinese rice bowl might be there. But I ended up at the place where the only option was the "Yamagata Katsudon". I thought, "Oh well," and just went with it since I didn't want to line up again. I paid with my transportation IC card. I found a seat and sat down. The view from the window was very nice, as it was on the 32nd floor. It was a sunny day. The Katsudon had a unique sweet and savory sauce on it. It tasted like the typical cafeteria or municipal office food. I could have stopped at half full, but not knowing when I would come back, I decided to give my best and lined up again for the Chinese rice bowl (laughs). This time, I made sure to check the front of the line before lining up. The Chinese rice bowl had a quail egg in it. Good. Also, there were green peas. It had a lot of ingredients. The taste was average. I was satisfied to have tried two dishes at the Tokyo Metropolitan Government cafeteria. The website listed the calories, with the Katsudon set at 848 kcal and the Chinese rice bowl set at 585 kcal. Even combined, it was less than a bowl of Ramen Jiro, so it's all good (laughs). By 12:30, the line had disappeared. In hindsight, if I had waited for 30 minutes, I could have bought my food leisurely. Thank you for the meal.

If you avoid the lunch rush from 12:00-13:00, you have a good chance of getting a window seat. Today's special was shrimp fried rice with fried chicken in a savory sauce, including soup, for 690 yen. The fried rice was pre-cooked and plated beautifully with shrimp, eggs, and green onions. It was surprisingly tasty, resembling a Chinese-style pilaf. The additional fried chicken and soup for 690 yen was a great deal. Overall, a pleasant dining experience at a government building cafeteria.

I had some business near Tochomae Station and finished around noon, so I thought about where to have lunch. The government building... I heard that the general public can use the cafeteria, so I bravely headed there (^^)!!!! There are cafeterias on the 4th floor as well, but I decided to go to the one on the 32nd floor. I was a bit lost on where to go. In the end, I bought the wrong meal ticket (lol) It was my mistake... I really am clumsy (^_^;). I had the chicken chashu tonkotsu ramen. The chicken was well seasoned and delicious, and the light tonkotsu broth was great. It was a satisfying meal.

The observation lobby on the top floor was closed for maintenance on Tuesday. It was crowded at lunchtime and there was a sign saying "Please refrain from saving seats," but some people used items like handkerchiefs to save seats. You line up to receive each dish separately.

You buy a ticket here and receive your food at the designated counter. Even the more expensive items are around 800 yen, so it's relatively cheap for a lunch in Nishi-Shinjuku. On the day of the visit, there was a "Reconstruction Support Lunch Menu" featuring Kitakata Ramen (660 yen) and Iwaidori Chicken Cutlet (710 yen). I tried the Iwaidori Chicken Cutlet (710 yen) which comes with a side of daikon salted kombu. The main chicken cutlet is made with branded chicken, so it's delicious. It's fried in advance due to mass cooking, but it's moist and slightly juicy. The oil is well-drained, making it light and easy to eat. The sauce is typical, but there are condiments next to the drink dispenser, so you can add more if needed. The chicken cutlet is served with shredded cabbage, mizuna, and red cabbage. There's also a lemon wedge for added flavor. The miso soup contains onions and fried tofu as ingredients, with a strong dashi flavor. The rice portion is standard, so you won't overeat. It feels like a regular staff cafeteria, but with interesting event menus. It's enjoyable even with frequent visits.

Visited in February 2023. Despite its name, the Diet Members' Cafeteria is open to the general public. On the first floor, you enter your information into a machine, receive a QR code ticket, hand it to the security guard at the elevator entrance to receive an entry pass. You then scan the pass at the elevator gate to ride up to the 32nd floor. Upon arrival, the cafeteria was closed but the cafe was open. I ordered an iced coffee for 110 yen, which was reasonably priced and came in a large cup. Payment was accepted using a Suica card. The cafe is located on the 32nd floor, but the view is somewhat limited due to the height being similar to surrounding buildings. If you're looking for a great view, I recommend visiting a cafe on an observation deck instead. Unfortunately, the restaurant on the observation deck has been closed since before the pandemic, so dining with a view is no longer an option. Currently, you can enjoy a soft serve ice cream at the central cafe.
